The 46.5-meter-high structure has 7 floors and a dome-shaped roof topped with a lantern and spire.

The facade features three distinct sections: the ground floor, the shaft, and the water tank enclosure. The ground floor stands on a stone plinth finished with a profiled cornice. Stone stairs with simple wrought iron railings lead to the entrance. The doorway features a pointed arch transom window within a profiled frame, mirrored by four similarly shaped windows. The wooden door displays the Gołdap coat of arms and the date “1905” on the lintel, with wrought iron leaf-shaped hinges and handle. The ground floor is crowned by a wide frieze and cornice with metal flashing.

The brick tower shaft remains unplastered, transitioning into the tank enclosure finished with a cornice. On the 2nd and 5th floors, four pointed-arch windows appear on each level. Above these, eight pilasters emerge from an arcaded frieze, extending to the crowning cornice. The plastered tank enclosure features two rectangular windows, each topped with a pointed-arch pediment containing a rosette. The hemispherical dome above the arcaded frieze and cornice is covered with roofing felt, surmounted by an octagonal lantern with small dome and spire.

Inside the tower, five intermediate floors divide the space. Between the stair flights run two pipes connecting the water tank to the municipal water supply network.
